so much the worse (for someone or something)
That is even worse (for a particular person or thing). If their policy ends up crippling the working class, then so much the worse for their chances at remaining in power after the next elections. Older people already face challenges if they have to re-enter the workplace late in life; so much the worse if that involves mastery of technological advances they may have little to no experience in.
