1. Literally, without a gun being discharged. The phrase is typically used to describe a lack of violence in otherwise dangerous situations. Can you believe that the SWAT team was able to get the hostages released without a shot being fired? It's a miracle!
2. By extension, done or accomplished without any significant opposition, resistance, or conflict. With everyone in full support of the government because of the war, the country's leaders able to implement all sorts of despotic measures on the population without so much as a shot being fired.
