1. Literally, having one's entire body below the head immersed in some substance. The man was in up to his neck before someone finally pulled him out of the quicksand. We'll be in up to our necks once the tide comes in, so we'd better get back to shore soon.
2. Involved (in something) to an excessive or overwhelming degree. I only intended to be peripherally involved in David's business venture, but before I knew it I was in up to my neck! We thought setting the business up would be straightforward, but we found ourselves in up to our necks with all the legal requirements we were obliged to fulfill.
