turn and turn about

To end and begin again in regular or rapid succession. Primarily heard in UK. Referendums are unique in that their results are more or less 'final.' General elections for government leadership, on the other hand, are turn and turn about—if enough people are dissatisfied with an outcome one year, they can course correct a few years later. Each competitor in the tournament will face four opponents, turn and turn about.
