A phrase used when one is unsympathetic to someone who has suffered a hardship. If you slept through your alarm because you stayed up half the night, tough cheddar!

So when they say: "We're considering closing down your local post office, and we're now consulting you to see what you think of that", what they actually mean is: "We're closing down your post office and you can blather all you like, it's going, tough cheddar, you can write in to complain if you want but it's a waste of a stamp, and you're going to be hard pushed to find somewhere to buy one of those soon."
When I complained, she was indignant - see, she was taking advantage of the cheaper electricity rate, wasn't she, and if it stopped me from sleeping, tough cheddar because she was on the night shift.
