why, oh why
1. Used to express an exasperated or hysterical reaction to something. Why, oh why did I lend him that money? If he doesn't pay me back, I'll be ruined!
2. Used to indicate opinions or pieces of writing that are overly hysterical or reactionary. Sometimes hyphenated or put in quotation marks. Plenty of people will offer their "why, oh why" lamentations about the issue, but few of them will actually do a thing about it. He's known for his why-oh-why articles every time the governor signs new legislation.
