To speak in an erratic, unstable, meandering way, because or as if one has mental health issues. "Nut" in this context is slang for someone who is mentally unstable. Potentially offensive. There's a guy pacing back and forth in front of our building talking like a nut. The candidate started talking like a nut halfway through the debate. No one knew what the heck she was on about.
