1. To successfully move through the initial phase of something. Primarily heard in US. I doubt we'll reach first base with this proposal—the board seems pretty skeptical.
2. slang To kiss someone. The term likens sexual acts to "hits" in baseball, in which a player advances to each base on the way to "scoring" (a slang term for engaging in sexual intercourse with someone). Primarily heard in US. A: "Did you reach first base with Dave last night?" B: "A lady doesn't kiss and tell!"
