1. To utter something in a low, harsh, and grating voice. A noun or pronoun can be used between "rasp" and "out." "Water… Please, I need… water…" the dying man rasped out in the desert. She rasped something out before falling back to sleep, but I couldn't quite make it out.
2. To carve, hollow, or smooth out the inside of something with a rasp (a kind of large, coarse file) or something like a rasp. A noun or pronoun can be used between "rasp" and "out." He rasped the holes on the frame out so that the larger wooden pegs of the new panel would fit properly. She used a chisel to remove most of the wood from inside the small log, then rasped out the interior to achieve a smooth finish.
