know (someone or something) to be (something)

To regard or recognize someone or something as being a certain way or a particular type of person or thing. Often used in passive constructions. I have always known Sarah to be an honest woman, so I believe what she says. Although it is the most commonly used operating system in the country, within tech circles it is known to be sloppy and inefficient.
