An awful or extremely unpleasant situation or circumstance. This place has been hell on earth ever since the new manager took over. Following the military coup, inhabitants of the region have described it as a hell on earth.

If a place or a situation is hell on earth, it is extremely unpleasant. Cannes is magnificent in good weather and hell on earth in bad. Organising it all has been hell on earth, but it's worked absolutely brilliantly. Note: You can also say that a place or situation is a hell on earth. Infectious disease made building the railway a hell on earth for the labourers.
