The new intern has been in my hair all day, so I don't know how I'm going to get my report finished before the deadline.

If someone is in your hair, they are annoying you by getting in your way or interfering with what you are doing. At work, she had an unfortunate tendency to get in other people's hair. They were very busy and had little time to get in one another's hair. Compare with out of someone's hair.
