Used emphasize the notion that anyone and everyone involved in something will be apprehended or punished. The phrase comes from The Wizard of Oz, in which the Wicked Witch threatens Dorothy and her dog, Toto. You can't get away with this forever. The police will catch you eventually, and your little dog, too!
