Used to emphasize a statement as true, or the speaker's belief that a statement is true. A: "That guy ripped me off, and that's a fact!" B: "Yeah, sure, Joe. You say that about everyone." I can't wait to have this baby, and that's a fact. I'm more than a week overdue!
