You can't accurately predict or be certain (about something). I doubt we'll ever move back to the US, but you never know—stranger things have happened! I know you don't think your grades are good enough to be accepted, but you never know, maybe they'll be really impressed by your application essay.

COMMON You say you never know to mean that it is not certain what will happen in the future, and to suggest that there is some hope that things will turn out well. You never know, I might get lucky. There might be an even bigger one — I doubt it, but you never know.
