Under the control of something, typically a larger organization, department, etc. Our startup incubator is now under the wing of the business development office.

If you are under the wing of someone or something, they control you or take responsibility for you. They claim that these rightwing groups operate under the wing of the state. What the government should do is to remove the office from under the wing of the economics ministry. Note: The image here is of a hen gathering her chicks under her wing.
