Who would have predicted or anticipated that? Used to express one's surprise or incredulity, or else used sarcastically to express the opposite. A: "It's hard to believe they're still such good friends after all these years." B: "I know, who would have thought it?" You've got a crush on Sally? Gee, who'd have thought it?
