That which is inviolable or immutable. A reference to Daniel 6:8 in the Bible, saying "Now, O king, establish the decree, and sign the writing, that it be not changed, according to the law of the Medes and Persians, which altereth not." Everyone is treating the legislation like it is the law of the Medes and Persians, forgetting that congress has the ability to tweak and refine the legislation if it isn't fit to purpose.
