An initialism of "the/that idiot in charge" or "the/those idiots in charge," used only in writing. I'm afraid you'll have to clear it with TIIC before you make any changes to the plan. The will of the people has been pretty clear on this issue, but of course TIIC managed to screw up the legislation yet again.
