stay one step ahead (of someone or something)

To continue to be slightly more prepared, skilled, or successful than someone or something else. I've been working extra hard so that I can stay one step ahead of the new girl who has been vying for my job. The police have been trying to catch the criminal for years, but he has always stayed one step ahead. The company has always managed to stay one step ahead of the competition with its products.
