That is apparently or obviously the case. Used especially when one dislikes what is being discussed. A: "Daddy, Tommy is making a big mess with his cereal!" B: "So I see, sweetie. I'll go get a paper towel to clean it up." A: "We ran into some issues rendering the footage, so it looks a little distorted." B: "Yes, so I see."
