1. Some unnamed or unknown person. They always have some important so-and-so up on the stage giving a lecture no one cares about. I heard that so-and-so from down the road is declaring bankruptcy.
2. A euphemistic address for a despised or despicable person. The rotten so-and-so stole the company's pension fund and ran off to the Bahamas with it! You lousy so-and-so! This car you sold me is a piece of junk!
