1. Literally, to mix up the playing cards in a deck so as to randomize the order in which they appear. Come on, you've gotta shuffle the deck first, or else we'll just get all the cards in order. The dealer shuffled the deck before we started playing blackjack.
2. By extension, to alter a situation, especially by changing the arrangement of people or things involved, in a new or unpredictable manner. The results of the recent elections have really shuffled the deck in Congress. An exceptionally busy trade period is shuffling the deck for many of the national hockey teams.
