1. noun, slang A cheat or swindler, especially in a game of cards. After he won his third game in a row, I began to suspect that he might be a rook.
2. verb, slang To cheat, swindle, or fraudulently overcharge someone. It turns out he had been rooking his clients for hundreds of thousands of dollars in fabricated or inflated fees. I'm so wary of getting rooked by people online that I generally don't buy anything unless its from a known and trusted company.
