Said when one wants to drink alcohol in the morning or afternoon. (Five o'clock is usually when people stop working for the day.) A: "Should we really start drinking at 11 in the morning?" B: "Eh, it's fine, we're on vacation! Plus, it's five o'clock somewhere, right?"
