To be partially raised or lowered. The phrase most often describes a flag that has been lowered to honor a recently-deceased person. ANKARA, Apr 13, 2010 (TUR) -- All Turkish flags in Turkey and representations overseas will be at half-mast on Saturday, April 17, the day when a funeral ceremony will take place for the late Polish President Lech Kaczynski.
